But he also turned around the South African Revenue Service, inherited from the corrupt Whites-Only regime, which was rife with bluechip fraud. And turned it into the pride of South Africa.
It was so excellent, once Gordhan was done with it, that European tax officials came for training in Johannesburg. From the African leaders in their field.
