It should be noted that changes are about to take place at the African Union, and this includes a new director for the Citizens and Diaspora Directorate (CIDO) which is responsible for the AU's Diaspora Initiative as well as the Reparations programing for 2025. In light of that, this December 2018 interview from the past Head of CIDO (she is no longer currently in that position) is instructive for all of us:
