    There has never been an independent state of Palestine, as the mandate of Palestine was a governing state from the British, and before that the area van part of the Ottoman empire. After the end of the Mandate of Palestine, when the state of Israel was formed, Gaza was occupied by Egypt and the westbank was occupied and then annexed by Jordan.

    In the same way there was never an independent state for the Kurds either.

    So there cannot be a state entity demanding to end occupation, as there was no such state. In order to establish a state, you first need to have control of the land on which you want to establish this state.
